Definition
Collective agreement between the employer and the employee representation (works council, staff council). It differs from a collective agreement in that it is not concluded between an employer or employers' association and a trade union. Works agreements can cover all matters where the works council has a statutory right of co-determination, e.g. the structure of the pay system. They apply to all employees of the company or institution.
